For the most part, I think Auldrant is generally tolerant of such things (or pretends to be), but at the same time there's a stigma associated with it. My reasoning for it is rather simple--it tends to be a safe default whenever it's not specified, if only because Asian culture tends to lean towards that (if not heteronormativity), and an otherwise representation isn't really a priority. And for however it's localized, TOA is still a work by Japanese people intended for Japanese people. Still, I am not discounting other interpretations of this concept, if only because I don't really have sound canon basis for it and this is very much open to interpretation.
I wouldn't call it "heteronormative" per se, but it's more like, I won't be surprised if there's some issue of less rights for same-sex couples, and/or difficulty getting stuff done as heterosexual couples do (i.e. getting married). I say this only because if the game wanted to make a point about it being more open to homosexuality, I think they'd have tried to show it in some manner or pointed it out in some way. But that didn't happen. But one point towards being tolerant or open is the fact that no one really goes "but he's a guy!" when referring to Dist's flamboyance and/or not-so-secret crush on Jade.
I feel Malkuth would be a little more accepting of things compared to Kimlasca and Daath, if only because Peony seems like the really chill type even with this kind of matter. Like, if someone ever brought up some bill advocating rights for homosexuality and all that, I'm quite certain Peony would sign or approve of it. Because why not, and why should it matter if one of his constituents is a guy and into men, or if they're a lady and into women? I think he might get blocked by the council on this though, and to quote Mandie on something, they don't really want to give off the impression that the reason why Peony's not taking a wife up until now is because he's gay.
As for Kimlasca, Ingobert's just really struck me as the conservative type. But once Natalia gets control of the throne, I think she'd be more open to the thing if ever there's a push for it.
Ditto with Daath, at least during Evenos's reign. He didn't seem like a very nice guy to be honest. Ion would probably be the one more open to the idea, but alas I think it might take a backseat to stuff like abolishing the Score and probably got backburnered if ever there's a push for more acceptance.
Yulia City doesn't give a fuck, as does Chesedonia. Well, I guess it might get the side-eye in Yulia City but for the most part, they're probably just ¯\_(ツ)_/¯ about it. Chesedonia doesn't give a damn as long as you have money and goods to keep trade flowing, and is probably the place that's most open to that kind of thing.
